Score at least 10 in the minigame to obtain the Dance Ribbon and unlock Dance Master. The old lady shows you a button combination on the left that you have to repeat at the right moment.
In order to even take part in the mini game you have to complete a small series of quests:
In Ydor, visit the small gallery above the pub. Talk to the painter on the left. He mentions the famous painter Luth, who left Ydor. Luth has retreated to Madobell Village. She lives in the house near Loulou on the top left. Talk to Luth and she will give you a letter that you must give to the old lady at the Ydors Theater counter. With the Artist Card you can now take part in the dance competition.
