In Chrono Trigger for SNES, if you want to collect all 11 cats, you first must collect 80 Silver Points, then play and win the 80 Silver Game game in Norstein Bekkler's Lab at the Millennial Fair, you will get an additional cat. From here, so long as you beat any of the minigames at the Lab, the repeat prizes are Cat Food. The most efficient game still being the 80 Silver Point one, you get roughly 25 oz of Cat Food per game.

The threshold for gaining a new cat varies depending how far along you are in your collection, but after a while you're guaranteed a cat for every 200 oz of Cat Food accumulated. You don't even have to leave the fair if you don't want, you can earn all of the cats in one trip if you're patient.

Also, you can do this at any point in the game. I was reading that some believe you can't do this at the end of the game. The first time I ever did this, was during the end where you can travel through time and complete the sidequests, don't worry about missing this opportunity, you can do it whenever you like.

One thing to keep in mind though, any time you either enter or exit the Fair through the regular entrance, your cat food total will drop, so it's in your best interest to do this in one go if you want to maximize your efficiently.
