It's currently impossible to access this dungeon without any kind of hack.

Ceodore's Challenge Dungeon was "removed" when the game was ported from Japanese mobile phones to WiiWare.

I say "removed" because it wasn't really removed, just hidden, the door in Mist Cave that leads to Challengingway was the part "removed", so the players are unable to reach him.

And even if you do reach Challengingway somehow, he will ask you to finish the story first, but if you do finish Ceodore tale then you can't really go back.

If Wii's RAM address 80544B1E is changed to a value like 3C or FF, for example, then Challengingway will offer you to go through the Challenge Dungeon.

Although this dungeon isn't normally available on Wii, you can find it on the PSP version.
