C-Windows-System32- Search amdxcffx64.dll for AMD file which also is copy and pasted into the Cyberpunk directory-bin-x64 folder

Paste all OptiScaler files into Cyberpunks bin-x64 folder

Setup OptiScaler and do not use DLSS inputs- Press 2 enter for FSR inputs within game

Press insert within game to bring up menu and apply FSR 3.X - Apply and FSR 4 is enabled!
