Fr, you just keep getting punished for using it. This always happens. In your POV you finish the dash, but the damage from the beginning of the dash still hits you.
I am not sure how servers work, but I think tracer doesn't have this issue because her abilities are clientsided while genji's are serversided idrk how servers work
