Using a toggle switch or just holding a preset button on a joystick shows the same behavior. If you set a control to 'hold' mode, when you hold the button down and access the galaxy map, system map, galnet, powerplay screen or Windows desktop, the game will think you let go of the switch.
The game does not seem to maintain the state of the switch when leaving 'normal' space.
