checking local research facilities for system index, faction warfare level, for both ME and PE

seems the cheapest is in iesa, there's one amarr R&D npc there. it's level 4 control with a system index of 0.47% and 0.43% respectively.

so all my BPOs i have from way back have maximum me/pe so no need for this info. but, if i obtain new bpos (and there's alot i don't have by now after all the changes) it would definitely be iesa i'd take them to.
