Falcon is one of the CPU opponents you can choose to fight against on Stage 6 in single-player mode. He is a non-selectable character.

The Falcon is certainly a very unorthodox character to control (as you'd expect from a Falcon), naturally he is 'flying' or 'floating' the whole time, and he cannot jump or crouch. His Swoop Grab move (where he grabs the opponent, drag flies them up and drops) is quite amusing.
