In which amazingly, I had enough of a buffer to recover from a bad dice roll.
The dice roll in question was Welkin failing to take out one of the Heavy Gatling structures on his first action in Turn 2. (I had never even hit the tree before in previous attempts...) Thankfully, a second lucky dice roll -- Marina's proc'ing My Way and Penetrator -- gave me the extra CP I needed to recover from the situation.
The deployment locations of Knute and Lynn are especially important for this strategy, as they must remove the first three of the seven Snipers in this stage. Knute needs the Gallian-A20, and Lynn the Mags M30R, to be able to take out their respective targets. Alicia holds the Gallian-A20 to remove the two Snipers and Ace. (There was a method to get the Ace to stand up and move to a position more vulnerable to interception fire, but I couldn't figure out what triggered this. This would save one CP.) Welkin holds the Gallian S30R for Heavy Gatling removal. Hector holds the Theimer M20 to be able to destroy the tanks with one shot to the radiator. Marina holds the Brondel M20 to have a chance to save one CP during Turn 2 (see below). Emile was equipped with the Brondel as well, but it probably would have made things simpler to have him hold the GSR-30R -- that way, he wouldn't need to line up his shot so carefully to ensure a headshot. (For some reason, even when aiming right at the head, if a Sniper shot at the enemy Sniper through the smoke, the shot would not count as a Headshot... But with the GSR-30R and Roof Hunter (+25vsPers%) proc'd, this wouldn't be an issue.)
Emile must be put in a deliberately vulnerable location so that the Sniper behind the truck targets him instead of Lynn, who must survive until Turn 2 to grenade the barricade.
Any non-Lancer (and maybe Shocktrooper if lucky) units left in the base after the end of Turn 1 will be knocked unconscious. Because a second Lancer or a Mortarer would not have been helpful during Turn 2, the top-left deployment position is left empty.

Technically, there are two possible lucky dice rolls resulting in a saved CP, only one being absolutely required to go well for this strategy:
1) Double Action and/or Hard Worker proc'ing in the first two actions of Turn 1
2) Removing the first tank in one action, either with: (a) Marina proc'ing My Way and Penetrator (as shown); or (b) (less safe -- very difficult to recover the attempt if it fails) Hector proc'ing Tank Destroyer.
