Make a file in your Steam directory called steam.cfgx

Add this:


BootStrapperInhibitAll=enable

ForceOfflineMode=enable


Save file. If you lose connection, close Steam completely, rename the file to steam.cfg and start Steam.

When you get connection again, exit Steam, rename the file steam.cfgx and restart Steam.
