No need for mods, altered game files or anything complex & risky. Just a combination of in-game + Nvidia Control Panel settings to give optimal visuals with minimal performance loss, and perfectly legal for use in GTA online: https://pastebin.com/8hCyPJ0i

Details below have been superseded by the above.

**Note 1: I record my videos using Afterburner+RTSS, because I don't want to install GeForce Experience, and AB also gives me far greater control in a range of areas. However I record at very high settings - NVEnc H.264 encoder plugin set to Fullframe 2560x1440p Quality mode@55Mbps & 63FPS limit. This can greatly reduce my FPS when recording, sometimes by 25%+. So keep that in mind when you see unusually low FPS on my RTX 3070 in my videos!

**Note 2: To examine fine detail more closely, devoid of YouTube compression, download the original MKV video I capped (3GB):

The key setting changes in this video compared to my two previous GTA 5 ones are:

Grass Quality - I hadn't noticed that I'd only set Grass Quality to Very High and not the real maximum, which is Ultra. See EOG's comment in my first video :)

Anisotropic Filtering (AF) - There are a range of games that don't implement an anisotropic filter (a filter that sharpens textures which are at an angle to the viewer) quite as good as Nvidia or AMD. GTA V is one of those game. Turn AF Off in-game, and find or create a profile for gta5.exe in the Nvidia Control Panel (I don't know the AMD equivalent, sorry) and set Anisotropic Filtering to 16x.

Scroll down and you'll probably find that if you turn on AF, the Texture Filtering - Negative LOD Bias has now been set to Clamp. If it has, then setting it to Allow will noticeably increase the sharpness of distant objects, albeit with a little bit of extra shimmer.

Lastly, if you want to reduce the annoying shimmering caused by the last bit of aliasing on the edges of medium-distance objects & shadows without inducing blurriness, here's a trick I learned from RDR2: Turn on the Sharpening setting in the NVCP, but only set Sharpen to 0.01. Then set Ignore Film Grain to a relatively high value ( I use 1.00). This counteracts the effects of any sharpening filters the game may be using, without losing detail.

The rest of the settings are as provided in the previous videos, and reproduced below. It comes down to taste; you may prefer the slightly hazier, more realistic look of my previous videos over the sharper, starker look of this latest video:
