Following the death of his father, Hasdrubal the Fair took control of the Carthagenian forces in Hispania. While consolidating Carthaginian holdings in Iberia, he signed a treaty with Rome, putting their border at the river Ebro. After Hasdrubal's assassination, Hannibal Barca took command of the army. For two years he consolidated Iberia, staying south of the Elbro. Fearing Hannibal's successes, Rome allied Saguntum, a city south of the Elbro and well within the Carthaginian sphere of influence as defined by the treaty. Hannibal saw this as a violation of the treaty.
