In the basement of a remote sanatorium, a tattooed bald man, shackled to a bed in a locked and padded cell, was awakened by an unidentified voice over a loudspeaker. The man, a genetically engineered clone known only as ”47", slowly came around while the door unlocked. The voice behind the loudspeaker claimed he was the person he could "trust the most". 47 is ordered to get rid of his hospital robes, as a suit is awaiting him on the other side of the door. With the voice instructing him further on, 47 practices his movement fluidity and strength through an obstacle course, learning to use different kinds of weapons, which ends with 47 disguising himself as one of the orderlies to escape. Meanwhile, the man controlling the loudspeaker is seen watching 47 through a camera near the exit during the escape as he responds with a satisfied laugh.

One year later, Agent 47 escapes the sanatorium and is recruited by the Agency to begin setting the plan in motion by killing a Red Dragon negotiator during a peace meeting with the Blue Lotus Triad. Likely taken as a hostile action against each other, the latter triad came in high numbers to Lee Hong's Headquarters, the Wang Fou Restaurant for a peace truce.

Agent 47 intercepts the truce meeting between the Red Dragon Triad and Blue Lotus Triad. The police, who were on Lee Hong's payroll, intervened to preserve the peace. One last meeting was set on neutral grounds, a small fish restaurant, with the Hong Kong Chief of Police himself participating in the negotiations.

Agent 47 murders the police district chief and the Blue Lotus negotiator (while making it seem like the Red Dragon Triad was behind the act), finally severing Lee Hong's ties with the authorities and halting Lee Hong's influence.
