1- Infinite Impermanence is in the Category of Hand Trap.

2- Normally Trap Cards need to be set on the field for 1 turn before they are usable, however Imperm has a special effect listed in its card text, that allows you to use it directly from your hand if you do not control cards on your side of the field. And its effect is to simply negate the effects of 1 monster on the field. Additionally, if you did set it to the field and use it like an normal trap card, it gains a bonus effect, where it will also negate all spell and trap cards in the same column as the card until the end of the turn.
