Rugal Bernstein is the only and final boss of the game, and comes in 2 forms. His 2nd form has him with his jacket off, and is the full powered version of him with his special moves.
He is an unplayable character on both the MVS and AES versions of this game.
===== About Rugal =====
Rugal Bernstein is the staple KOF boss. Judging by his special moves he is kind of like Geese and Krauser combined, however he does have his own unique special moves as well. His Genocide Cutter in particular has gone down as one of the most famous moves in fighting game history. Remember, in KOF'94 his special moves are only available in his 2nd form.

---- He actually has a 2nd colour palette, despite being an unplayable character.
---- When you select 2nd form Rugal and get into the fight, you'll find that he changes and messes up the colour palette of the background he's on. This is because when you normally fight him as the last boss CPU, his 2nd form changes his own background colours. Being an unselectable character he obviously isn't meant to appear on any other background.
---- In single 1-player mode, if you reach the last stage with him, the game will lock and reset. This is because he has no 'story' programmed in.
