Lightning needs to join the Song of the Savior play in order to get into the Patron's Palace. You are supposed to fight in the Coliseum Battles for this garb, but since this is New Game+, I already have it - Midnight Mauve, which has a locked fire spell which is useful against Snow. Then you must wait until 3AM, and are given Femme Fatale weapon.

The world of Gran Pulse is sinking into the sea and what remains is now called Nova Chrysalia, a world diseased by Chaos. Made up of four regions (Luxerion, Yusnaan, The Wildlands, and Dead Dunes), a monorail provides transportation for travel throughout this realm. With only thirteen days remaining until the end of the world, Chaos reigns in a world that never ages. New life cannot be born. People need salvation. As Lightning, it is your mission to save as many souls as possible so that they may be brought to the new world. Along the journey, you will encounter familiar faces and engage new foes in all new lands. You must ultimately choose which souls to save and which to abandon and fully understand Lightning's true destiny. The final game in the trilogy -- it all ends here.
