In game files a few unused milestones types can be found. While some of them are woking, others aren't.

List of unused/cut milestones types:

• cops_in_pursuit (0:28) - Get X amount of cops engaged in the pursuit;
• helis_in_pursuit (4:22) - Get X amount of helicopters engaged in the pursuit (would we be able to get more than one helicopter engaged in the pursuit);
• heat_meter (7:25) - Survive in the pursuit until the heat level X;
• insurance_claims (9:22) - Hit a X amount of traffic cars;
• total_cops_in_pursuit (11:13) - Get in total of X amount of cops engaged in the pursuit;
• cops_destroyed_in_pursuit (15:45) - Destroy X cops in a single pursuit;
• 911_calls;
• margin_of_victory;
• opponents_damaged;
• outrun_pursuits_won;
• outrun_races_won;
• pursuits_in_a_row;
• racing_ticket;
• reckless_ticket;
• speeding_ticket;
• hit_and_run_ticket;
• damage_property_ticket;
• driving_sidewalk_ticket;
• fleeing_ticket;
• speedtrap_speed - Replaced with the current Speedtrap milestone?;
• cops_destroyed - Same thing as the milestone "cops_destroyed_in_pursuit ";
• cost_to_state - Same thing as the milestone "cost_to_state_in_pursuit", which is used in the final game;

Maybe in the ones marked with "_ticket", the player was supposed to do specific infractions, or repeat the same infraction more than one time? Well, maybe some of those weren't planned to be milestones, but actually simply stats used in Rap Sheet?
To be honest, I have no idea.
