Event 50, Level 2 (Day 2) of Penny's Pursuit (Week 63) on the highest difficulty, Extra Hot (3 Chilies). Free to Play (F2P) strategy using only free plants to complete only the Level Objective, since it seems the Bonus Objective is impossible to complete. The lowest remaining I could get was 8 surfboards; interestingly, this is 1 more than what I was able to achieve the last time this level was used.
I do not use: Power Ups, more than 1 Perk, Coins, extra Plant Food, or boosted or paid/money plants beyond what the level supplies.
