It is the first installment in the franchise to include the option to play online. It was first published on December 11, 2003 in Japan; later, on March 31, 2004 in North America and on September 17, 2004 in Europe.

The story details the adventures of a group of survivors in Raccoon City, which is devastated by a mysterious virus that has turned most of the citizens into the living dead. The protagonists must face dangerous creatures located in various areas of the city in order to survive. The game has five different scenarios, set in the plot of Resident Evil 2 and Resident Evil 3: Nemesis.

Upon its release, Outbreak received mixed reviews from online sites such as 1UP, Eurogamer, Metacritic, and GameRankings. The game has sold more than 1.45 million copies worldwide, outselling Resident Evil: The Umbrella Chronicles and other titles in the series.
