(see desc) Input Lag #7 - 3rd Strike Dreamcast rough test: 5 frames
A very crude input delay test of Street Fighter III: 3rd Strike on the Dreamcast, counted frame by frame from 60 fps cell phone footage of the button being pressed to when the on-screen character reacts to the button press, w/ Ryu's light punch.
You can play the video frame by frame by pausing it, then using the "." key to advance, or the "," key to rewind.
My count from when the button is fully depressed to when Ryu starts to move out of his idle animation is roughly 5 frames.
This compares to ~ 4 frames for the PS2 version ( https://www.youtube.com/watch?v=xYqmju1chOI ), 2 frames for the PS3 (Online Edition) version ( https://youtu.be/hT1uEUFcTfA?t=250 ), and 3 frames for the PS4 (Street Fighter 30th Anniversary Collection) version, for which I didn't upload a video. : P
In that video for the PS3 version, you'll also find an earlier test I did of the DC version ( https://youtu.be/hT1uEUFcTfA?t=11 ), where I counted it as 4 frames. That was running composite game video through an Elgato Game Capture HD, I think, rather than RGB through a Kuro VGA Box to an OSSC; the old test was also using a native Dreamcast arcade stick, whereas now I'm using a Hori RAPV with a Brook Super Converter adapter. Not sure if any of that makes a difference, maybe I'm just counting different, I don't know--this test isn't very exact. : P
(In fact I did a test session of this the day before and got about 4.5 frames, but my fps in that video wasn't quite as solid--and it was before I updated the converter's firmware (to v1.2, adding VMU support, etc). Hm. This first converter's outer wire sleeve has torn free from the plug, exposing the small wires inside, so I've ordered a second one, which should still have the older firmware--so I'll do a fresh comparison test between the two, as well as against a stock DC pad (just obtained : ). And I'm going to put lots of tape around the plug end of the new converter's wire to hopefully save it from tearing off from the plug, yeesh.)

This video shows the Dreamcast version running in its 240p mode (hold Start + L or Z during boot); I also tested its default 480i mode, its anti-aliased 240p mode (hold Start + Y during boot), and its 480p VGA mode--I didn't bother uploading them because they all came out the same, 5 frames.
