I forgot to count the arcs correctly. It was using a table but the table never filled so the limit never reached and kept spawning lol. Atleast the arcs went to siege. It's b.c Siege-Avoca had SiegeArcs which were a subclass of Arc, so some arcs would go to Siege and some would stay on field.
