The original city building / management simulation, or at least the original that brought the genre to the mainstream. The SNES version is surprisingly well-executed but is a bit slow and awkward to control. The scenarios are interesting. The sandbox mode is where most players will find enjoyment, where you start with some money and empty land and have to build your city from the ground up.
Sim City 2000 is quite readily available and is a better option, but if you want to experience the classic version, it is readily available in physical form on ebay and other sites for quite cheap.
