Starfield has Fake Crews operating NPC Spaceships
Various experiments with NPC spaceships. At start - teleporting to the operational NPC spaceship. The end of the video - teleporting spaceship from space into the loaded cell in order to fly within the "atmosphere" (doesn't work as it counts as "landed" the moment you teleport it down, may work with mods).
Spaceships flying around the planets and attacking you don't even have real crews on board. They kinda fly like ghost ships in autopilot mode. However, pilots are assigned to the ships, they just don't appear to be physical. If you run specific console commands - they will return you a non-zero pilot ID which have actor attributes, but can't be forced out of the pilot seat or be killed. But you can take the pilot seat at any time and get control of the ship, so the chair seems to be free? This implementation is really confusing for now.
Docking event seems to spawn another "crew" that is unrelated to the one originally "flying" the ship. Once again, Bethesda is taking shortcuts and the game suffers from the lack of unification as a results. It's not nessesery a bad thing for a game in general, but for the game that is supposed to be running for years on player content - it would be so much better if they didn't take the easy route. It's always a pain in the arse for modders to deal with these issues while trying to introduce new gameplay elements.
