UPDATE: This does not work with newer tanks like the Sh-PTK, due to a line in the coding of the model not allowing it to be changed. If you stick to takes made before like patch 1.8 you'll likely be fine
To my knowledge, this is 100% legal, and within both the Fair Play Policy, and the game's TOS. This also isn't super complicated, as long as you stick to the simple stuff. All changes are purely cosmetic, and are client-side only. Only people who have the mod installed will see things the way you do. Changing gun sounds is a little more complicated, and I'm not quite sure how to do that.

Keep in mind that some tanks work really weird. The "gun" model on osculating turrets is the entire part of the turret that moves around while you aim. For example, the "gun" model on a Kranvagn is the gun plus the entire back of the turret where the cupolas are. The "turret" model of an ELC EVEN 90 is only the bottom half of the baggy base of the turret, the rest is the gun model. You can also change the hull and chassis of tanks, but that's basically excessive and pointless.
