Once again, progress in the Prohibited Area is blocked. Unfortunately, Designator got captured by the Triads, who wants you to kill the Russian Mafia member Alexei Sodokov. Go to the back entrance of Sunrise Hotel to fight him.

He apparently has a regen ability, but he's not too tanky for a singular boss.
Return to Jackie and she'll inform you that you're forced to ally with the Triads now that you've pissed off the Russians. She'll join the party and direct you towards the vault in China Lake Restaurant to find Desi. She also wants to kill her boss, Vice Admiral Zhao Note that if you steal all the money in the vault, you'll power up the boss.
[ 15:47 ] Boss: Vice Admiral Zhao
His HP and STR are insane if you steal all his money, but it's necessary to get his achievement. If you want to defeat him in this state, you'll need a good stunlocking and flame inflicting setup. The boss has both single-target and multi-target moves, with the former counterable by Jackie.
This will unlock a few new quests in the restaurant. The ingredient hunting one will require you to clear Tier 3 first. The sidequest about Zhao's ghost will lead to a boss fight.

Turns out Zhao has 29 brothers, which explains why this guy shows up as a random encounter in the post-game dungeon. He fights just like Zhao, but with more HP.
