Kiryu and Majima work their way up in the world of the Yakuza while in Kamurocho. Kiryu finds himself framed for murder, while Majima works to alleviate the shame he has brought to his name.

Kiryu and Nishiki head to where Makoto is being held on the Consortium yacht, but before they can rescue her, they must fight their way through hoards of Shibusawa family thugs. Meanwhile Majima goes to take his revenge on the Dojima family at their HQ, and must fight through his own hoard of Yakuza henchmen. Making his way to the top floor, he comes into conflict with Awano himself. But taking down Awano is not enough, as Lao Gui shows up and must be dealt with.
Kiryu, having defeated the henchmen, finds himself facing off the Shibusawa, and once he is down, our two protagonists face decisions on how their futures are going to play out. We also get to see what happens with the Dojima family, and catch back up with Makoto, some time later. And, for the very first time in over 100 hours of gameplay, our two protagonists finally meet face to face.
