Clarification: The Hexing Pants bonus actually persists for a fraction of a second after you stop moving. If you know what "stutter stepping" is and can effectively maintain it, then there will be no dropoff in damage.
UPDATE: Rain of Vengeance bases its damage off your mainhand weapon, so ensure that your highest DPS weapon is in your main hand (unlike what I showed in the video!) Further, some RoV CDR breakpoints courtesy of Lus Jaffa: 47.% CDR allows you to shoot 3 evasive fires for each RoV while 53%-54% + 15% from Gogok of Swiftness allows you to shoot one RoV per 2 evasive fires.
