There are some "half pixels" visible, but that is because I did not scale the mapping correctly and align it.

Shader Logic:
⇛ A small texture (64x64), draw your sub-pixels in whatever arrangement.
⇛ Get a plane, box map your sub-pixel texture (tiling). scale it to fit your "screen resolution".
⇛ Import your texture (movie texture or image), add mix node, Types: Color, Mode: Multiply (this will filter the color for each sub-pixel(?))
⇛ Hook up the mix node output to the Base Color (albedo) and the emissive. Crank up the emission to control the screen brightness.

This might also work with CRTs. it should work with a curved plane, did not test.
