Here we pick the buff or debuff we want and in short they work like this:
You pick one pure buff that can have effects that increase your HP, Attack power, Defensive power, etc.
Or you pick a debuff that reduces one of the mentioned stats but in return you get increased drops for the items shown at the end of the text.
Both buffs and debuffs apply to characters that meet the conditions so for example they can target characters that deal a certain type of damage or that belong to a certain school.
For early stages I would advice to always take the debuffs so you get more drops.
On the later stages it will depend on how strong are your students.
