The Outer Worlds. One of my biggest issues with this game is bullet sponge NPCs! Enemies are either made out of tissue paper or bullet sponges. There is no consistency. I guess Cassandra O'Malley is a long lost relative of Scarface's Tony Montana. It's the only logical answer.
