31: Import original track into Audacity.
2: Tracks - Mix - Mix Stereo Down To Mono
3: Effect - Amplify - 36dB (adjust as needed), Allow clipping, Okay.
4: Click the track name - Format - 16-bit PCM
5: Tracks - Resample - 8000
6: Effect - Phaser - LFO Frequency to 0.1
7: Drag the gain (-+ slider on the track) to the left as needed to avoid dying.
And the video is something I recorded by sticking a camera on the dash during a drive, then recorded it scaled down playing through Windows Magnifier which had the bonus of giving an uneven framerate well below the original recording.
