So here is how the system works... Killstreaks are lumped into 4 categories: Surveillance, Airstrikes, User Controlled Vehicles and Computer Controlled Vehicles.

Strike packages return... Support is only Surveillance items and you get more points per objective completed. But unlike MW3, your points reset upon death.

Traditional allows you 1 Surveillance, Airstrike and Vehicle selection similar to COD4. You cannot have 2 airstrikes or more, or vehicles. You ONLY get 1 of each.

Killer is 1 item, and that's the User Controlled Vehicle. And the reason you don't need a Blind Eye perk is because it's already built into each character. Only way to spot someone is to have a UAV up and running. Counter UAV then blocks a uav and other air support, making it incredibly valuable.
