This level is made stupidly easy by the presence of your naval units. The Raptors even re spawn after a while. The bombardment ability is pretty powerful too. 2 will take out their defenses, including the neutral garrisoned bunkers. 3 will take out most other buildings. Focus on Stingers so your Raptors can take out everything else.
Colonel Burton isn't necessary for this mission, but getting him to take out the west side Barracks would speed the level up a bit.
