PSP's clock speed seems to have a negligible (and inconsistent) effect on load times. Since the PSP runs everything in 60Hz (PAL games are still PAL speed though), timing may not be completely frame-perfect.
I am not entirely sure why I didn't test finishing a level regularly. Or starting a new game for that matter. Regardless, this should give you a rough idea of the effect of Fast Disc Speed and the like.
