8:57 No. You have to play headlines BEFORE buying events, so that card would have entered play before the new Events were placed on the board
13:24 Movement is NOT AN ACTION. Each player gets 1 free movement per turn, any additional movement (before either actions) is 1 card discard/move.

17:33 Placed a card that should immediately be resolved, the "brown" ability, the upper part of the card allows the Soviet player when he plays this event to either shift Support or to place a Sniper
