Turns out, Shadeblade allows you to fight Permafrost Guy in Shiver City, Allowing you to get Quake Jump Extremely Early. All you have to do to reach him is to platform onto the shovels to the left of the building he's standing on. Once you manage to perfectly land up there, you have to make sure you're prepared before talking to him, because talking to him starts the battle.

Personally, my Strategy was extremely simple, all I did was Equip a large amount of attack-increasing badges to kill him in 2 turns, because of the Freezing Blizzard which permanently stuns you into death after 2 turns pass.

I exchanged my 10 HP for 1 HP, so I could have a permanent Mega Rush Boost, increasing my Damage by 4 if I have 1 HP left, while also using badges such as Flower Power, giving me +2 Attack power if I have full FP, meaning my first attack is stronger. I used Stellar Power to Deal +1 damage because I didn't have enough turns to use Star Power anyways, so using Star Power to deal damage instead was a no-brainer. I used Dual Smash to Deal Heavy amounts of Damage to Permafrost guy despite his 3 Defense. To deal with his high defense, I used Kooper at Ultra Rank to lower his Defense by 1 for 1 turn, allowing Dual Smash to deal more damage.

There was no way to possibly survive his extremely powerful 16 Attack Power strikes, so instead of trying to figure out a solution, I bought a Life Shroom from the Shop in Shiver City before the Investigation begins in order to not have to worry about it.

This Strategy allowed me to deal the Exact amount of damage required with minimal item wasting. I originally planned to spam Hustle Drinks, but my stupid brain is unable to understand hustle drinks in Dark Star Edition, so I just replaced my original Strategy of "Use Dual Smash like 3 times in one turn" I just went all in for the fight, which worked out.

The Reward for this was not having to see him mock me as I try to solve the Investigation, but also getting Quake Jump Early, which if you don't know, is an extremely powerful move that damages all enemies that are grounded or touching the ceiling at once, several times in a row, with a Power Bounce Cap, meaning you can do up to 3 Jumps, each dealing high damage to all enemies, for a higher FP cost than any other badges I am supposed to have this early into the game.

If I had to be honestly, this is mostly a blind playthrough, so I have no idea where I would normally unlock Quake Jump, but based on its extreme power level, Permafrost guy's pre and post-battle dialogue, this is clearly not a chapter 7 badge.

Turn 1
Move 1: Use Kooper to lower his defense and deal 2 damage.
Move 2: Use Dual Smash to deal Tons of Damage.
Move 3: Get hit by Permafrost guy and die, using the Life Shroom I have.
Turn 2
Move 1: Use Kooper to lower his defense and deal 2 damage.
Move 2: Use Dual Smash to deal the final hits.

None of the Other Badges on the List are Required as they have no effect on the fight, like Weather Shield, Zap Tap, Refund, Money Money, I Spy, Speedy Spin, and Haste Step.
