Both levels result in 5 binds. Same for Lv. 6 and Lv. 8. The only benefit from ranking Bind Relic to Lv. 8 compared to Lv. 6 is an extra 4 seconds of relic field duration and -2 seconds of CD.

The only time where those extra 4 seconds would really matter is when enemies temporarily leave binding range and then come back immediately afterwards, as Bind Relic will not attempt to bind if it doesn't detect anything in range.

Either leave Bind Relic at Lv. 6, or rank it to Lv. 8 and use a technique necklace to bring it to Lv. 9. But doing so means that you cannot tech Holy Shield instead.
