this clip is from the end of episode 1999 in the finnish soap opera tv show "Salatut Elämät" (tl = "Hidden Lives") often shortened to "Salkkarit" which has been airing on TV since '99 and as of writing this has 26 seasons and 4468 episodes.

The show is kind of stale now but in its haydays (early-late '00s) it was THE show on Finnish tv and a lot of Finnish memes are from this show (for example Seppo and Ismo video remixes).

I don't remember exactly how the context for this clip goes but Sebastian here robbed some place with some people but he bailed or something. then Korppi(the name translates to "Crow" thus why she sent the clowns to sing a message along the childrens song about crows) who was the leader of the group(?). Later in the show the clowns kept harrassing Sebastian and his family though they managed to kill Korppi but her son kept harrassing them because of it leading Sebastian into escaping on a boat just for it to explode.... on purpose to fake his death.

oh and in the song the "silivati seilaa" doesnt necessarily mean anything. though "seilaa" is also an actual word and means "X is sailing" X being a person
