Every Decade has Cartoon Frenemies:

1920s: Micke Mouse and Pete the Cat. While Pete is written as the antagonist for most of Mickey’s stories, They doe have a baseline friendship that keeps him around from story to story

1930s: Popeye and Bluto/Brutus. While Popeye and Bluto are rivals and fight each other over Olive Oil, when she’s not around, they actually get along quite well as friends.

1940s: This is a tough one, it’s either Tom and Jerry or Daffy and Bugs, would be an easy choice in any other decade, but they both were introduced in the 1940s.

1950s: Batman and Catwoman, Romantic tension aside, they often find themselves working together despite being on opposite sides of the law.

1960s: Yogi Bear & Ranger Smith, Ranger Smith tries to stop Yogi’s antics, but there’s a mutual fondness between the two and many stories end with them cooperating.

1970s: Hong Kong Phooey & Sergeant Flint: Typical Vigilante and Police Chief dynamic.

1980s: Megatron & Starscream: Even though Starscream tries to take over as leader of the deceptions and has many traitorous acts, Megatron still keeps him around as 2nd in command.

1990s: Goku and Vegeta, They are rivals, and Vegeta thinks he is better, but in many instances after Vegeta stopped being evil, they became friends.

2000s: Perry the Platypus and Dr Doofenshmirtz. While they are rivals due to their jobs we see many moments of Perry and Doof caring for each other and cheering each other up. Even as early as season 1.

2010s: Lego Batman and Lego Joker. While other incarnations of Batman and joker are just straight up rivals, the Lego adaptation has more of a frenemies dynamic.

2020s: Puss in Boots & Death: Death constantly tries to take Pusses last life, but ends up sparring him after respects the fact that Puss was willing to sacrifice it.
