He wants us to kill 30 people; sure, why not?
This is pretty random, and another thing that artificially extends the Mars mission. If your having trouble finding people to kill (and I think they do have to be people, not monsters or those cyborg things), then use the portals to go to different places and kill the groups that spawn nearby. I also just had a thought, maybe in order to make this go by faster, change the 'reinforcements' of enemies to high in the options, then enemies will spawn faster allowing you kill them quicker.
