The legit almost one punchman build... Almost.

Build is 10 strenght, 9 agility, 5 luck.
Use idiot savant as your first perk and it'll compensate for the lack of int bonus. Get the perks for blitz, ninja, sneak and melee/unarmed early then go for armorer and blacksmith. From there do whatever you want but raise the relevant stuff when you can. I used the special book to up perception and with the early bobble head you only need to put a single perk point into perception to get lockpicking skills.

Don't blame me if blitz gets nerfed, though I cannot really think how they'd nerf it without having to code in dashing animations (Which would be neat!). But this is Bethesda so they'd probably just remove it entirely and that'd be sad.
