type steam://open/console into your browser (File Explorer)

paste these lines in the console individually and hit enter to download

you will see a line that tells you when the download is complete

grab the downloaded files and replace them in your fallout 4 folder.
the depot folder will be a large size so once your finished using it you can just delete the folder or hold on to it incase this issue happens again.

Its your choice on if you want to keep creation club content but if your game doesn't start you may have to remove it to see it that's the issue. If you have any problems with this leave a comment.
