I used an under-levelled Primm, so it's definitely doable. You can swap out Primm for Luka, and Luneth for your highest attacker, preferably a mage (I don't have any other 6 star mages).
Units:
Exdeath (Dual Wield), Cecil (Mirage Vest), Cloud of Darkness (Charm Bangle), Luneth, Primm (level 59 only). Friend: Noctis
Items: MP regen items and Unicorn Horn to cure paralysis
Strategy:
Cecil should use Provoke and Mirage often. Limit Burst when you can. You need to buff DEF as much as possible.
CoD should Imperil and use items as needed.
Luneth or physical attacker should use best skill.
Primm uses Healing Water (not White Magic) and buffs.
Noctis ally uses Fire Flask to cast status ailments on Mines and Sergeants, and Thunder Flask on Captain to debuff SPR, and use Cover (OP skill) and Comeback (not White Magic) as needed. Doesn't need to be high level, as he's hardly used to attack.
Exdeath is your main damage dealer with dual Meteor and Osmose.
