A) First Max out you Lightning's Level
Here are the stats that result from using exclusively one type of material:

All-Potent
HP: 6024 Strength: 806 Magic: 805

All-Vitality
HP: 6777 Strength: 707 Magic: 706

All-Power
HP: 5254 Strength: 893 Magic: 706

All-Mana
HP: 5254 Strength: 893 Magic: 706

As you can see, by going all Strength, we are essentially exchanging Strength for Magic one-for-one. You can gain up to around 90 points of one, but you will lose 90 points of the other, in addition to losing around 700 HP. Of course, you can go all HP, but that leads to a drop of around 90 points to both Strength and Magic.

If you look at the data file, you can see that the trade-off between Strength and Magic, and HP and Strength/Magic, are essentially constant for every level. This means that there isn't really any benefit from jumping around different materials, unlike in the Chichu case. The ratios are always 1:1 for Strength:Magic, and 7:1 for HP:Strength/Magic.

I built my Lightning with roughly half potents and half mana.

B) Secondly, gather all these monsters and level to them to these levels

-Gancanagh (1): Sunny Clearwater Marshes.
-Fencer (19): Academia 400 AF, story. Close gate to get it again.
-Zwerg Metro (20): Augusta Tower 200 AF.
-Tonberry (24): Bresha Ruins 300 AF, tunnel. Rare, so turn on Battlemania if you have it.
-Pink Lily (30): Oerba 300 AF.
-Forked Cat (54): Oerba 400 AF, beach.
-Circuitron (1): Bresha Ruins 300 AF, tunnel.
-Bomb/Grenade (15): Vile Peaks 010 AF / Oerba 400 AF.
-Cryohedron (15): Vile Peaks 010 AF.
-Tempest (15): Bresha Ruins 100 AF.

C) The process:
The way the ranks are in this setup, It does not matter what order you infuse the monsters. In particular, there's no need for a filter monster like Mud Frog, because there isn't anything we want to filter out. The trash passives on the monsters are so low-ranked that they will eventually get washed out anyway.

However, make sure you give her the following abilities from each monster:
-Fira and Aerora from Pink Lily (you can pick two).
-Blizzara from Zwerg Metro.
-Thundara from Circuitron.
-Firaga from Bomb/Grenade.
-Blizzaga from Cryohedron.
-Aeroga from Tempest.
