I've played the arcade Double Dragon before, but the NES version alluded me until now. Was not aware that the devs tried to work in some type of RPG like mechanic where you had to gain experience (by beating up enemies) in order to gain access to the more powerful moves. Imagine my surprise when I tried to jump kick in the beginning of the game and was not able to (in the arcade game, you have access to all the moves from the beginning, there's no leveling up involved).
