Valk is definitely improved, but she still suffers very much against any hero with a neutral bash (like 75% of the cast) and especially against dodge bashes. Now, just to be clear, this is mostly for duels/1v1's. It makes sense that people put her in S tier for dominion, she has a lot of good ganking and anti-gank tools. But being primarily a duelist that is what I judge her for. B Tier in my books.
