Even with a tripod, shake is difficult to eliminate. Earth's much denser atmosphere creates a blurring effect. The reflected light of the moon has to travel through it. Atmospheric lensing also creates a blurring effect while filming Lake Mead. I tend to think of the atmosphere as a less dense ocean: gas-liquid continuum (not the science guy). Even the ocean has lakes made up of even more dense layers: lakes below the sea.
