There is no system for reticle bloom in halo 3's editing kit, however you can essentially fake it by making a gun like the Assault rife build up heat every shot, and tie that heat value to an animation on the reticle, then line up the bloom accordingly.
You may ask how this was done with a weapon that already uses heat like the plasma rifle, since if you were to use heat, then the bloom would have to correspond to it's heat buildup. It's actually basically the opposite process; instead of using heat as an input for bloom, you use ammo, and have the weapon passively regenerate ammo at a consistent rate. This effectively achieves the same goal, albeit even more tedious.
There doesn't seem to be any practical downsides to this solution, unless your weapon uses heat and ammo together already. Otherwise, it looks and behaves quite seamlessly.
