He probado con diferentes TDP (los he ido modificando sobre la marcha, con el programa QuickCPU)

En el propio vídeo pongo las opciones gráficas que estoy utilizando para ejecutar el juego.
Tampoco se han tocado ficheros de configuración ni nada fuera de las propias opciones del juego (a no ser que lo indique en el vídeo)
El vídeo se ha capturado utilizando el programa DVR de Windows, en la propia consola.
Para aplicar el Fix que soluciona el problema del motor Unreal (para aquellos juegos que lo utilicen y que tengan problemas), hay que añadir la siguiente variable variable de sistema:
OPENSSL_ia32cap=:~0x20000000
Para esto, nos vamos al icono "Mi Pc" - Propiedades - Configuración avanzada del sistema - Variables de entorno, y añadir tal cual como se muestra en la imagen:
