To help anyone out there who may not know how to enhance it the right way

You need to use
4xbrz and PD80_04_Contrast_Brightness_Saturation
which can be obtained from this link

(Copy the files to the main TMNT Shredder's directory)
Note: Each level might need different levels of exposure/brightness/contrast adjustments
I suggest making a reshade preset for each level

IMPORTANT

I would not enable too many filters at once be careful with ones like nonlocalmeans it can fry your computer very quickly if your not careful check your graphics cards max safe temperature and monitor it with programs like realtemp for all games even the ones that dont have reshade

I highly recommend to play with just 4xbrz/PD80_04_Contrast_Brightness_Saturation
and leave the others disabled or deleted
you could use a very light knearestneighbors to throw in along with it
but it comes in sharper/better performance without it so you pick

For your graphics cards driver settings
I suggest turning off antialiasing/fxaa/ambient occlusion/tripple buffering and putting it into low latancy mode (1 maximum prerendered frames) with it on quality or high quality/clamp that will increase the sharpness and performance and make it easier to control)

If you want to enhance the sound I suggest using

and
https://www.nchsoftware.com/deskfx/index.html

(FXsound is mainly used just for enhancing the sound only)

(Deskfx is used to add weird effects to make the music come out different a
vibrato with a reverb can be fun to play with)

They can be used at the same time but they sort of conflict in a small way
to where you have to reselect your audio device to get the sound back
